Netherlands passport photo size & rules
The Netherlands uses the 35x45mm format (pasfoto) for passports and ID cards, equal to 413x531 pixels at 300 dpi. Dutch photo rules, set out in the government's Fotomatrix, are among the most detailed anywhere: the head from chin to crown must be between 26mm and 30mm, which is noticeably smaller than the German or French standard, and there are exact requirements for the position of the eyes within the frame. This tighter head size is a frequent reason photos taken abroad are rejected in the Netherlands.
The background must be a plain, light grey with even tone and no shadow, gradient, or colour cast; the Dutch authorities are strict that pure white or coloured backgrounds are not acceptable. Face the camera directly with a neutral expression and mouth closed, both eyes open and clearly visible, and keep the head straight. Glasses are strongly discouraged and should be removed unless medically necessary, in which case there must be no reflection and the eyes must be fully visible. Head coverings are only accepted for religious or medical reasons and must not cover the face. Photos must be recent and printed on high-quality photographic paper if submitted as prints.
